The standard we work to

This website aims to meet WCAG 2.1 Level AA, the Web Content Accessibility Guidelines published by the World Wide Web Consortium. Level AA is the benchmark most commonly referenced in relation to Title III of the Americans with Disabilities Act.

We describe this site as partially conformant, which means most of it meets that standard and some parts have not yet been assessed. We would rather tell you that plainly than claim more than we have verified.

What has been done

• Every piece of text on the site has been checked for colour contrast against the background it sits on, and adjusted where it fell below the 4.5 to 1 ratio the standard requires.
• The film on the home page can be stopped. A pause control sits in the lower corner of it, reachable by keyboard, and the film does not play at all for visitors whose system is set to reduce motion.
• Every page can be operated with a keyboard alone, has a visible focus outline, and begins with a skip link that jumps past the navigation to the main content.
• Headings run in a logical order so a screen reader user can navigate by structure, images carry text alternatives, and form fields have labels attached to them.
• Text can be enlarged, and pinch to zoom is not disabled on phones or tablets.

What we know still falls short

Automated checking finds roughly a third of accessibility problems. The remainder needs a person, and we have not yet completed a full manual review with assistive technology across every page. Specifically:

• Older articles migrated from our previous website have not all been reviewed individually.
• Documents and third-party content we link to are outside our control and may not meet the same standard.
• The film on the home page has no captions or audio description. It carries no speech and no information that is not also written on the page, and it plays silently.

If something on this site stops you getting the information you need, please tell us and we will fix it. You will get a reply from a person, and if the fix is going to take time we will give you the information you were looking for in another form in the meantime.
